I'd say this was less a bug and more human error, but unless I add some race that can function at 0 HP, you're never actually going to be able to use a Sal Volatile on yourself, so now the game will not let you use it on those who aren't out of it.

The effects of Good Medicine still apply, thus creating a use for Sal Volatiles when you're not at 0 HP.
