Not sure if this was ever reported in the past. Flee doesn't work in the hotkey bar.

'Doesn't work' doesn't describe the problem at all.

It does nothing. It acts as if it were a skill from a class that you do not have equipped, such as if you were trying to use an Archer skill while being a MA/Mage. It does not turn your square blue to indicate that you are attempting to use a skill. It does not move onto the confirmation stage of Flee. Pressing Flee from the Hotkey Bar does absolutely nothing. When you press the assigned Hotkey, this is the result:
