Steel Aura doesn't seem to affect Excel weapons, despite their weapon charge expending effect being an On Hit.

Whether or not this is intended is unknown, but, it stands to reason that if it says 'On Hit' and Steel Aura negates 'On Hit' effects...Excel weapons should be included in that, no?

I don't think Excel weapons qualify. The effect takes place when the attack hits, yes, but it's not an after-attack on hit effect, like everything else Steel Aura blocks.
