Tool tag bad. Remove tool tag. Adjust Shuriken scaling accordingly.
Rework effects if you must. Additionally, give them an "On-Attack" effect, so Bakaga Shuriken is not the only one that interacts with Danmaku.
Those below are merely suggestions, not gospel.
Tamaki Shuriken
- On-Hit: Inflicts Poison LV5 for 3 rounds.
- On Attack: If target is Poisoned or has Lingering Damage (Poison), and the attack hits, powers up those statuses by LV5. (Max. LV50)
Bakaga Shuriken
- On-Hit: Inflicts Hit Down LV5 for 3 rounds.
- On Attack: No changes.
Paragi Shuriken
- On-Hit: Inflicts Flatfoot for 2 rounds.
- On Attack: If target is Flatfooted or Clumsy, and the attack critically hits, inflicts Knocked Down.
Touyaa Shuriken
- On-Hit: No changes.
- On Attack: If target is Frostbitten or has Lingering Damage (Ice), and the attack hits, powers up those statuses by LV5. (Max. LV50)
Ninshi Shuriken
- On-Hit: No changes.
- On Attack: If target is Burning or has Lingering Damage (Fire), and the attack hits, powers up those statuses by LV5. (Max. LV100)
Shuriken (the default one)
- On Attack: Reduces the duration of Evade buffs of the target by 1 round. (Once per target)
Add a Kunai (honk)

You might actually unironically cook for this one here.
I'd still say removing the tool tag from Touyaa Shuriken, Tamaki and Ninshi Shuriken is also just a good play, since those ones generally are very damage skewed and not CC skewed.

tamaki was nerfed for the sins of being a good bow in the age before crossbow was added.

I agree that we should remove the Tool tag from them in general and adjust their effects to be more like ramping ones rather than 'high power' status effects off the bat.
I also think rather than mandating each Shuriken has an on attack effect, I'd rather tweak it so that the On Hit effects are also On Danmaku effects. And we should touch up some of the Potential Skills since they're a bit lacking.
Here's a list of ideas:
Bakaga Shuriken
Potential Changes: Targets a location within 5 Range, all enemies within a Circle (3) area are pulled up to 3 tiles toward the center and take protection-ignoring damage equal to 10 + UL*2. If an enemy is pulled into the center tile, they take an additional instance of protection-ignoring damage and become Blinded for 2 Rounds.
Ninshi Shuriken
On Hit & Danmaku: Inflicts 30 bonus armor-ignoring Fire Damage to all enemies in 2 Range.
Potential Changes: Changes the next attack with Ninshi Shuriken into 'Explosive Rain'. Explosive Rain targets a Diamond (3) area, which does the following:
- Performs a basic attack on each enemy.
- Damages attackable enemy Field Objects within.
- Detonates explosive objects (such as Bombs or Traps) immediately.
- Creates Cinders in the area (LV = 10 + UL), lasting for 3 Rounds.
Tamaki Shuriken
On Hit & Danmaku: Apply or Power up Poison LV5 (max LV: 50) to the target for 3 Rounds.
Touyaa Shuriken
On Hit & Danmaku: Apply or Power up Frostbite LV10 (max LV: 50) to the target for 3 Rounds.
Potential Changes: Targets a Diamond (4) area, all enemies within take 10 + UL*2 protection-ignoring Ice Damage and if Frostbitten take an instance of Frostbite damage. This also creates Ice Sheets in the area, which last for 3 Rounds.
Paragi Shuriken
On Hit & Danmaku: Apply or Power up Stagger LV1 (max LV: 5) to the target for 3 Rounds. (This is the same as Monster Spine's Stagger effect.)
Potential Changes: If target has LV5 Stagger, double the damage dealt and knock the target down, removing the Stagger effect afterward.

Indeed, the only shuriken that deserve the tool tag are the ones with extreme utility such as the knockdown and poison ones. Those are still worth using in certain builds but overall the shurikens are just too weak in terms of damage to be a main weapon.

Sly ain't just cooking, this is the entire restaurant holy moly.
Allegedly I went with what "worked for Danmaku" currently rather than letting Shuriken particularly interface with it. "On Attack" was just recycling what we got, rather than making a new thing. If that can be made true, then you bet I want that.
Or even a petition to make Danmaku perform basic hits instead, with a damage cap based on the Talent's rank.
Also.
I think Danmaku should have a different animation. We do have a shuriken projectile icon now. It's weird it still uses Needle's icon.
