You can buy a shop stall indefinitely without actually putting a shop there.
I don't think I need to explain why this should probably be changed.

Maybe when you go to rent an unused stall, it doesn't let you if you don't have a shopkeeper on you, and when you go to add time to an already rented stall, it doesn't let you if there isn't a shopkeeper placed?
