Just to show clarification, the level of Ignis for the character:

The resulting in-battle infliction (mind you I have Hikari's Blessing at the time, so factor in 2+ Will as to why the infliction is slighter higher in this instance):

Given Ignis' description, I just wished to make sure to see if it is suppose to apply as well to Skill effects augmented by Mars Badge, or not. So either possible bug or intended?

Ignis was bugged, only giving +1% per Rank instead of +3%.
