Negotiate is removing positive statuses that are gained from an enemy. This means things like Voltiger, Prophylaxis, and Stolen Buffs are eating up a round of Negotiate and being treated as negative.
To test:
1. Use Charge Mind, check if you can negotiate. (You can't)
2. Steal Charge Mind instead, see if you can negotiate. (You can, it will remove an enemy debuff and your stolen Charge Mind)
Because of this, it also works in reverse -- you are able to use a buff your enemy stole from you as ammunition to negotiate away your own debuffs.
