Frost Tyrant's ability 'Life Eater' can be activated without the target needing to be immobilized first. As tested when it was a monster mercenary multiple times. There is also a bug where-in if it is using Life-Eater on a target, and an ally to the target uses Either fortune Wind or Warning Shot's movement effects on the tyrant, or even uses the 'movement on physical damage' passive of the Frost Tyrant to move it from its target, it will still keep Life Eater active.

UPDATE: When a target hit by Life Eater uses a basic attack on a Tyrant and it moves, Life Eater is also not broken. This being tested on a wings of fire that was not frozen or immobilized in any way.

UPDATE v2: Apparently, Jammer enemies when frozen by Steinhunt with a monster mercenary Frost Tyrant are still able to target it for basic attacks.
