I had no witty title for this.

Overstaff seems to be bugged. Here is how my marks look like before I use overstaff with only SIX patients in the ward:


This is how it looks like after being used with NO blood patients in the ward:


I also believe that overstaff is accounting for more patients than there actually are within the clinic system when used. My quota went from 27 to 53/45 despite there being only six patients in the ward.

The steps to replicate:
Be Medical Head
Count patients in clinic (normal and blood)
Use Overstaff
Keep track of your quota prior to using Overstaff and after
Keep track of your Marks prior to using Overstaff and after
Notice discrepancies between how many patients were filled and how many Marks were used compared to how many should be filled and how many Marks Overstaff costs.
