Its efficiency in its highest form and takes either a ranged weapon or no weapon at all to even play against properly.
I'd say limit the damage cap to Guard LV * 1 (Max 50.) instead of 50 flat, at least then you're hitting at the folks who can spam 1m guard at the end of their turn.

I've been preaching it myself for a while, reflect level scaling with guard level in some way immediately cuts out the most abusive usage in just 1m guarding every turn.
