Short and simple.
If your mainhand weapon does not have a potential (or if it is not unlocked), you should be able to use the potential of your offhand.
Having to sub-hand your weapon as an Arbalest that has a potential feels bad.

How can you utilize a weapon's full potential with your left hand though, it makes no sense lore wise. (I make joke)
What if it gave you off hand potential as long as main hand doesn't have a potential active?

Or we could have both potentials work regardless of the hand. They're an investment and a half anyway, and there's no incentive in using two weapons for potentials as is.
