tl;dr for situations where one does something that accomplishes nothing but exhausts momentum anyway (ie Castling on an empty tile), it would be nice if the game said 'no, you can't do that' and then -didn't- remove any of your momentum. Is this possible?

If Castling is able to be used on an empty tile then that sounds like a bug report.
