Currently, you have to unequip a skill to place it at the bottom of the skill order. And if you accidentally misplace a skill, you have to go back and remove every skill before it in the same category if you want to order it properly.

Being able to drag and drop skills above one another would be a massive improvement for skill ordering if you don't want to use hotkeys or toolbar.
