Parrying daggers are often designed in a way that they can block, therefore there is emphasis on the guard usually.
Could the Parrying dagger be unique towards other daggers in the sense that is has a guard slot? So it can be combined with locking guard?

Or just give it a +5 base Evade modifier to simulate that.

no weapon part gives evade kunai.

I don't think a weapon should scale off of the crit modifier stat, give evade, simulated or otherwise, and also buff parry chances without any downside

I do not think parrying dagger is that strong compared to other daggers, it has a clear use.
Its also very much possible to remove a hilt/blade slot instead, so it can fullfill that use a bit better. and still be no better than other weapons.
Also yes, an flat evade buff would be awkward rather have the downsides that come along using Locking guard.
