Mobs ignore the KD requirement on Face Stomp.

Mobs ignore all requirements for most stat combo-based player skills, because they're not smart enough to use the skill when a target is knocked down, for example. Their AI is simple.

I personally like it because it opens for mob-specific memes, such as that and instant Wild Ride.

We'll just leave this be for now since mobs won't have Face Stomp in normal circumstances and it seems like the abnormal ones prefer to have this behavior as it is.

It may change in an AI overhaul later, but for now.
