Moonlight Mercy's critical damage effect applies to all weapons wielded by the user, this seems more like an oversight than anything as you can pair this up with multi-shot guns or daggers to achieve ridiculous damage.

Staff of Eyes also increases over all hit, though I think one of the main problems is there's no real differentiation when a weapon should increase over all stats or just its self.
On hit: normally indicates by weapon, but something like increase hit or critical damage by UL and nothing else -can be confusing.

I think weapons should only benefit from their own effects, unless otherwise specifically stated. Everyone is just running a Staff of Eyes in their offhand for passive hit. No other reason.

They're running SoEs in their offhand for Passive hit, and if they've the strength, an extra 24% damage (which is better than the actual highest level of Analyze Weakness that Tactician can provide)

The balance of Staff of Eyes in general can be discussed in a balance fu I think, as I think the weapon itself is arguably the best 10 star in the game, being overbearing in every single way, however thats for a balance fu thread if you would like to discuss that.

Except that if Staff of Eyes belongs in balance fu, so does this. The effects of both weapons are written in the same format, so considering one a bug and not the other doesn't make much sense.

Yeah, the wording is similar to other critical damage items, so I'd bring this up in balance fu if it remains an issue.
