You can spend up to 10 talent points in any talent, regardless of if it has enough subtalents to satisfy using all those points. Adding new talent subpaths is a thing that happens sometimes as well.

Not necessarily true, though an excess of points via what Fern showed can't exactly be avoided, but disallowing someone to put too many points into a talent by sheer accident can be avoided by the looks of it, though as you brought up, new talent paths probably should let this be a thing, but I thought I'd show the inconsistency here.
