Should probably be a Bard basic skill, honestly.

Move the bard sound spell to performer, give Bard a new one that's zero cooldown, so we actually have a zero cooldown sound spell. Scaling might have to be like 80% Sound attack or something, since sound attack has lots of ways to buff it, and is almost unresistable outside of very niche circumstances, or being a bard.
