This has been a thing for awhile; it only seems to work on Graft. Maybe Second Chance, I dunno. But yes, It has never worked for Phoenix. I'm pretty sure that if it's not base curate, it doesn't count. Stupid, I know. But it came up numerous times back on the old forums and Dev refused to change it.

Welp, that plus Magic Gunner Vamp and/or Defense Order (or whatever) would be a jesus effing christ to kill.

This has been corrected, although in reality the description of the skill can be a little inaccurate, since a lot of the time it only doubles the 'Power' of the skill, which is often the listed bonus heal/etc.
