Rank 1? Rank 0?

Does it increase it´s rank when you have Steal rank up and a Rouge class equipped but you don´t take steal in your skill pool?

It's rank 1, always, the trade off for not having to equip it in your pool

Off the top of my head, it would act at Rank 1, even if you had a Rogue Class equipped while you sunk more than 1 point into Steal.

Not really a balancing thing, though.
