I think that tacking on Slow LV (Rank) alone would be enough.

Why does a 2M skill need a huge slow tied to it?

It really doesn't, I feel like upping the slow to 1/1/2/2/3 would be pretty good though considering we have other slows in the game right now that are far more staggering.

Also on a teensy bit related note, Forced move doesn't seem to get any bonuses at rank 6, just like hanging when spirited.

Never said it was going to stay at 2M anymore, upping 1M for an extra utility may make this fine.

Base 3M in all ranks (and even considered upping the Momentum cost to 4M at ranks 4 and 5), and because Slow as a debuff is not something we see everyday outside of Magic Gunner. And the main issue here was being the pull not pulling enough; The slow was an extra thought from me.

Black Knights as a Main Class can't go anywhere without Charge tied to it, because of their Base Class Movement being on pair with Hexers, the bulkiest class in game should have means to lock their targets in melee range.

Spoops' suggestion is more in line with what a buff to this skill would look like, potentially a pull equal to Rank instead as well.

I would agree with Spo's suggestion for Slow Ranking, as for whether or not spirits would affect Slow ranking I rather it not (but that's just me).

The RangeTongueull seems a bit odd if you ask me (unless we're trying to account for diagonals or some other weird thing). I'm not sure what you would accomplish with having the Pull higher than its range, I would think Range-1 for Pull (assuming Range counts the caster's square as well) would be enough to draw them to you.
