Basic attacks performed using the hotbar will deal magical damage.
Basic and Special attacks performed using the hotbar will also share the repeat momentum penalty, which is also a separate penalty from the menu skills.

Verified using what method? Is it possible that you set the attack with a tome weapon?
Clarify the second point a bit? Share the repeat momentum penalty, as in they both increase basic attack repeat penalties, or one affects the other, or what?

Every character is having this with every weapon AFAIK.
Hotbarred Basic will increase hotbarred Special's momentum cost, and vice versa.
Menu Basic and Special will not increase hotbarred Basic and Special's momentum cost.

Hotbarred Special Attack is now functioning exactly as a basic Attack, as tested with Tome and Dagger, but otherwise this seems to be fixed.
