Claret Call doesn't overwrite itself, i.e. attacking an enemy already affected by it will not refresh the duration.

Absolutely.
Bloody Palms reapply it just fine, but the actual Claret Call skill fails to.

I don't know why but this looks intentional, since it specifically checks if they have CC and doesn't try to apply it again if they already have it.
I'm trying to think why that was ever added.

I can't actually think of anything besides a misguided attempt at making sure it doesn't stack? I know applying status effects as a whole has changed at least once since Ghost's release, so...
