Frigid arrow says Frozen stops movement while the status says it only stops movement skills.

One description implies that the opponent wont be able to move at all while the other properly explains what the status really does? So yeah, its more of a wording issue than a proper bug and should have been posted in the typo thread I guess.

Well, the way it's intended to work, you can't use Move or any movement skills while Frozen. Is that how it is currently behaving?

Just tested again, Npcs can still move normally.
