So I was testing out install earlier today, and noticed that although my stats were changing, my soft caps weren't really at all. I assume this is a bug, based on how the install skill says it functions.


Since Soft caps are your race's base +40, it would make sense that your new racial base stats would change your soft caps. 
As a dragon with 4 base celerity and 75 celerity: 62.02 scaled celerity.
as a human with 5 base celerity and 75 celerity: 62.02 scaled celerity
As an avian with  7 base celerity and 78 celerity:62.4   scaled celerity.

So they definitely aren't affecting your soft caps.
If this is NOT a bug, then I would instead ask that install clarifies this. [Does not affect soft caps.] or something.

This should be corrected in 2.64. It's kind of a buff to Install but I think it's important for consistency.
