I can see why it might remove Fear since Ruled by Emotion causes Fear to grant evade.

So I don't know if I'd call it a bug unless they DON'T have Ruled by Emotion. I think if Ruled by Emotion gave another status along with Fear that could be what's removed instead of Fear to avoid this awkward interaction.
