Can't seem to trade those nifty Whetstones, Metal Drills, etc.

If this is intentional, then people are able to still sell them in their shop.

What do you mean by 'can't seem to trade'? Do they not show up in the trade goods menu? Are you looking in the All tab (they might not be showing up under the craft tab, for example)?

They don't show up in the trade menu whatsoever, regardless of tab, leading people to believe they're meant to be untradeable.

I was able to find them In the trade box but clicking and dragging as if to add them to a trade produced no result.

I think maybe what they meant was that no matter which tab you tried to do it from, it didn't work, which is indeed true : )
