Honestly, I think Fear is a stupid status ailment in general. "Oh no, I took 0 damage, I'm so scared!" And by the time you fight your 18892nd Black beast trying to get your first Black Book ever, why would you possibly be scared of them anymore? IMHO, it might be a good idea to rename the ailment to something that just makes more sense?

Scare Bear's offensive skill (I forget the name) and Spectre's offensive skill (I forget the name here too) are obvious causes. I think Black Beast's offensive skill (man i can't remember these names) might be an offender.
