I don't think this is at all necessary. You can actually already have the 'best of both worlds'.

If you use a multi-round gun, you can use the Manuever: Special Attack - Headshot to make your Gun effectively single shot.

Alternatively, you have two weapon slots available. There's nothing really stopping you from having a single round gun in one and a multi-round one in the other.
