This says "not within 1 range", as in, "further than 1 range". Like 2 or 3 range away, the range of Couloir being 3 tiles. And it's being Stalemated from that 3 range. And also Javelins/any other ranged martial weapons (I think Anchor Edge?), being 3(?) range, also being Stalemated while attacking from 3 tiles away.
