Off-Topic
To be honest, a menu interface prior to fighting may or may not be a good idea (I'm in left field right now, I know) but it may bring a lot of things together (I.E. Spar or Risk/Brawl, TImers being set to 1 min, 5 mins or 10 mins, etc, etc) that've been suggested in the past... although I'm under the impression a lot of people may not like this.
On-Topic
Although I can agree there have been a fair amount of times I've had turns that end early due to dragging on with emote/say, removing the timer would not be the way to go. Having no timer would present players with a psuedo-grief mechanic where someone could go "Say, "((Brb, watching Titanic beginning to end.))" and leave their opponent stuck in a fight they no longer want to be a part of.
Ultimately with the system as-is, I would try to let the person know your turn ended before you could finish your move, this can go either way considering it's a basis of player-to-player and some people may not want to trust that you'll make up for the _M you had left and immediately end your turn or they may not want to let debuffs run out (there are reasons amany, another being FP conservation) and sometimes you have to make due with how it plays out.
As for editing/revamping the PvP Interface, I rather just see an entire re-write (if possible) like something I mentioned in Off-Topic, that would be discussed among the players in-depth on what to incorporate with it if it ever would get green-lit as an idea/concept.
EDIT: Fixed a small typo and added a little tid-bit.
