They count regularly, as if you're putting an extra stat point from the level-up distribution (which doesn't raise or lower the soft cap for DR, which is based off your Racial Base alone) IIRC.

That'd be nice if applied to the traits too.

Not sure about this one. It'd definitely be interesting to see.
