Eeh, I don't think bumping up Asura Fist is the answer here, but I do agree that Regenshauer shouldn't be so expensive, since it's not useful until you get it up higher.
In addition, there's currently no reason to use it at low Sturm, I think if any Skill should be building up 2 Sturm on use, it should be Regenshauer.
