Maybe if it's FP cost was lower, it wouldn't be completely trash. Why spend 10-14 FP on it when you can spend 10-14 FP on most other soldier skills, or close to it, at least? I remember back when it was actually remotely usable once upon a time, when it was basically 4 FP at rank 1 and could be used to hit something you couldn't normally reach without neutering your FP pool. Now that it costs 2.5x-3.75x more, AND is weak as all hell (Scaled Weapon Attack is everything right now and anything with nonexistant/low SWA scaling is generally unusable garbage) it's just completely inexcuseable.

It needs an FP cost reduction AND a SWA buff.
