Whispers could display a message to those outside of its hearing range saying 'X whispers something'. Like the effect produced by having an ear injury. Except without the 'because of your ear injury' part.

That way you can tell the difference between a crowded, silent square, and a crowded square full of people just whispering.

If people are super-committed to not having their RPs noticed, wemote is completely incognito outside of its range, anyway, so it fills that role in its place.
