Update: I just realized. It's not so much a bug as it is animation tomfoolery.
Off-hand your multishot fires 6 bullets (1 per tile traveled) as it's only firing as multis do in offhand, one bullet.
Main-handing the gun causes it to fire your full available rounds per tile (in my instance 6, TRO's instance, 4) but the animation can't keep up with the skill (Similar to lead storm with too many enemies around, or frayed voidgates into other voidgates leaking into the next person's turning) meaning it looks like you're firing a bunch of extra rounds at the end
