I checked to see if any dense tiles were near the area of the map players spawn in, they were not present. This happened in ten out of ten encounters with a Jammer, so at the very least, it's frequent. The configuration is not always the same -- sometimes you spawn the triangle of shades off in the opposite corner of the map, sometimes only one is spawned.
