Can confirm the same issue, worked just fine upon creating a new character and buying the trait, but as soon as I re-logged from a a server reboot it's gone.

And if it helps, there do seem to be two copies of the trait available, one that I have, and another that stays under the locked section.

Edit to add: Redoing your traits and getting it again does not fix, it stays gone.

Edit 2: Seems to be tied to whether or not you are wearing boots at the moment. Now unsure as to if it is the skill that is bugged, or the description is wrong, as it mentions nothing of a boot requirement.
