Wretched Oil has phantom range. Sagum Ruinam does not, so I wouldn't say they behave the same. Ruinam is just one range less than it should be, and phantom range is not present on it. I've not really seen any instances of the problem with Ruinam, but have with WO. Was stated in the post.
