I don't think we need to reel back on weapon scalings because STR got HP tied to it, I still think it needs to be a large portion of the scaling, anything less than roughly 40% of the scaling of the weapon is just not anything I would agree with at all. Melee builds can build no STR and still have plenty of enough HP to survive most encounters, while having more useful stats available to it than STR anyways, since you can roughly equate 3 STR to 1 VIT the additional HP of STR is a bonus yes but not enough of a bonus to start warranting rolling back on martial weaponry not having STR scaling to it, barring the exception of daggers and GUI because GUI is roughly the same as STR (Harder to build while still maintaining accuracy/evade/tankiness etc.) and I'll get into that in a second here.
I will share the opinion of GUI being a viable scaling stat that is comparable to STR however, if you want to start introducing that as a main scaling factor for weapons, the the floor imo is open for that, but it'd have to be about the same as STR in terms of total scaling (I think that Bandit-line weaponry should receive this treatment, for example, they receive NO use currently.)
I also think that Katanas should start moving into the territory of having better critical damage than most other swords, at the risk of lower power/scaling, possibly adjusting the Sogensara's critical damage could be in order too instead of simply just changing its scaling? Something like 125% like Hisen and Wo-dao.
In short, no I don't think it should be anything less than 40% STR Scaling, any other SKI scaling in there is whatever, as long as its not 120% total again.
On an after note, you can also probably start introducing WIL as a main scaling stat for some swords as well, that could be really fun to build for and open new build paths, Autohit builds are leaning less towards massive amounts of FP these days anyways so I predict with the existence of dragon king STR stacking and swords like Kingslayer still existing, you can probably even introduce these without shifting the balance too much.
