The issue with Ignite Power stacking the tiles is fixed. The inconsistent, counter-intuitive means by which Ice Sheets are created is not. Freezing skills (heaven kick, crystal rose, etc) will overwrite Ice Sheets that already exist, creating new ones. Skills and spells that are not from a badge, but do have Ice Sheet creation baked in (Famiuga, Crawling Spikes, Create Ice Point) will not overwrite preexisting, enemy Ice Sheets.

To replicate, follow the exact same steps outlined in the original post. Expanding Ice and Aggressive Cold will both deal damage every single time Freezing Heaven Kick is used, but will never deal damage if the caster tried to instead overwrite Ice Sheets with Famiuga.

All skills and spells that create Ice Sheets should overwrite enemy Ice Sheets, to avoid inconsistency.
