If this is fixed, make a way to forge passport papers (or buy forged papers) for those who didn’t grab the actual papers due to IC, please.

This is possible within the IC of things to simply state, I think this bug report is because some of us in the guard are sick of the mage's guild excuse in IC, which we usually have to dismiss because there is likely no way you get into Cellsvich without passage papers.
