Looks like I didn't check properly, apologies for the confusion. I have misjudged my Sanctuary's Skill Rank based on its LV that is displayed on the toolbox. It shows 'LV1' regardless of the skill rank.

After a more thorough test, debunked that it was just a misunderstanding, or possible typo so I'm marking as solved, as Sanctuary is working as in 10 did, granting DEF/RES and all.
