its probably a relict of the "bigger sewer" that originally was planned to be, with different exits throughout the town before the idea was scrapped.

But yeah, I see no reason why it shouldn't be accessible. Otherwise people can probably try and see if they can "Develope" towards it and make it a little bigger? Seems the game is a bit more open to tiny custom things like that now.
