Maybe, though I insist that dealing DoT at a lower potency makes it more reliable and simpler.
There are situations where an enemy walk in ice, and after being done, they'll not have ice sheets under them due to how they work. (1 step = immediate break of the tile they're standing on)
So maybe that could fit in as a standalone effect. (I.E, if standing in an Ice Sheet while Frostbitten, take LV damage instead of LV/2 damage, which would be the presumed normal).
