Are the layers saving? As in, if you check one of these, is the layer the same as when previously set? If so, then it's not bugged.
If you want them to appear in a consistent way, you want to make the ones in the foreground a higher layer than the ones in the background. So, for example, you could do 1000 for the bottom most table, 999 for the one above that, and so on.
