Restrain Staff could get a cooldown of 5-8 rounds, imo.
Or if anything, only affect Evade and not Hit, because we already have Staff of Warding, which inflicts blind and kind of interacts with hit in its own accord through that. Restrain lowering Hit feels like an overkill at times.
