Destruction rune does not appear to boost damage of Elemental Rune's trigger by 50% when it is placed first.  To replicate, do the following:

1.  Use an Elemental Rune, then a Destruction Rune, then have a mob trigger it for intended damage.
2.  Use a Destruction Rune, then an Elemental Rune, then have a mob trigger it for less damage.
