Unfortunately this is the result of some very odd BYOND behavior that I haven't managed to pin down. If you use some of the communication verbs by popping up the box via just typing the verb name (ie, only emote-full), it won't show the typing indicator. If you instead type it and hit space (so it gives you emote-full "), it will show the typing indicator.

I'm not sure why say and emote behavior differently, to be quite honest.
