If the summoner is summoning a bunch as a build that requires 80 strength to function, that still isn't very scary. The fp drain is going to be pretty high.
Cruel commander being 5 rounds is fair in my opinion, and if it ends up too op for whatever reason, then it can be nerfed.

But the fact it kills a youkai, costs 3m, and prevents your summoning the entire time is in and of itself a pretty big drawback. Not to mention you're losing out on like, cloak of many colors and terrasque shells and what have you.
